What are the laws in Canada regarding draining a slough into a fresh water lake?

I live in Saskatchewan and at the lake where I have a cabin, the local RM has decided to drain sloughs directly into our freshwater lake. We have never EVER had a problem with algae in the 50+ years I've been there until his happened. Now I can't even swim at the beach in front of my cabin because of the glutinous green algae. Are there any Federal laws against this type of action?
