Why does it seem some Americans are surprised that there would be Pakistanis helping Bin Laden?

Is it not clear that the US gives Pakistan money so as to not retaliate and lock down their people? The US bombs their country on a weekly basis. Pakistanis are Muslims and America berates all Muslims. America says it's allies with Pakistan but then gives India nuclear technology. And what's in it for Pakistan tells America where Bin Laden is? If they do, their now complicit in his death and will draw more fire on them. If they don't tell and keep him safe, nothing happens to Pakistan. Why would any rational person think it's a surprise that there would be people in Pakistan that would want to help Bin Laden?
