Do birds have the brain anatomy to feel emotion/love a person?

I know humans do obviously but i know lizards and reptiles dont (which is why i dont think i would ever have one as a pet). Even though people claim to know that "my lizard loves me". But i would in future time want a lizard and a bird i think id rather start with a bird.
